For the second time, a Kentucky court has ruled that the City of Lebanon's annexation of 415 acres of property in 2006 was invalid.
"...it is evident that the City manipulated the boundaries to the annexed property, and in so doing, intentionally omitted sufficient dissenting property owners so as to ensure success of the annexation," read the July 15 decision by the Court of Appeals.
