A St. Francis man has been charged with cruelty to animals after allegedly shooting a dog, and many of his neighbors are afraid that if their pets roam too far from home they may never return.
On Jan. 24, Richard Niles, 70, of 580 St. Francis Road was charged with second-degree cruelty to animals, a Class A misdemeanor. He has pled not guilty.
