Kentucky’s annual unemployment rate declined to 10.5 percent in 2010 from 10.7 percent in 2009, while nonfarm employment gained jobs for the first time in three years, according to the Office of Employment and Training (OET), an agency of the Kentucky Education and Workforce Development Cabinet.
