Lebanon man indicted for not complying with sex offender registry

Emmitt Lee Cowherd, 48, of 207 Kobert Avenue in Lebanon was indicted for failure to comply with the sex offender registry and first-degree persistent felony offender.
According to the indictment, between July 1, 2011, and Jan. 17, 2012, Cowherd, a convicted sex offender, changed his address without notifying the Division of Probation and Parole, and thereby failed to comply with the registration and notification requirement of the Kentucky Sex Offender Registration Act.
