FRANKFORT, Ky. – With only two days left in the 2014 General Assembly, major bills on heroin, juvenile justice and the state road plan remain in limbo while others have been deemed victorious or sent to the morgue.
The House and Senate broke for a 10-day recess on Tuesday as Gov. Steve Beshear considers vetos, and lawmakers aren't scheduled to return until April 14.
