Hall is moving to central office as the director of federal programs

School starts in Marion County one week from today, and the Marion County Public School district is searching for two principals.
A.C. Glasscock Elementary School is currently searching for a principal after Lee Ann Divine resigned this month to become the principal at Mercer County Elementary School. And, Thursday night, July 25, Marion County High School Principal Stacey Hall sent an email to his staff announcing his resignation.
During a special-called Site Base Decision Making Council meeting Monday at Marion County High School, the council requested an interim principal be appointed until a permanent principal can be hired. Superintendent Taylora Schlosser appointed Danny Lyvers (former principal at West Marion Elementary School) as the interim principal. The council will begin principal selection training next week and start the process of hiring a new principal, according to Superintendent Taylora Schlosser.
As for Hall, he began his new position as director of federal programs at central office yesterday, Tuesday, July 30. Diane Evans, who was in charge of federal programs’ responsibilities, will become the director of food service, Schlosser said. However, before all of this became a reality, a special waiver had to be approved by the Kentucky Department of Education. According to Schlosser, because the district is within 30 days of school starting, she is able to request a special waiver to hire certain certified positions. The waiver she submitted for Hall was approved Monday.
This change in staffing is just one of many that have occurred within the past few weeks. After being the only applicant interviewed, Schlosser was hired to become the Marion County superintendent on July 11. Immediately following that announcement, Board Vice Chairman Ed Hacker submitted his resignation from the Marion County Board of Education. He said his daughter, Tammy Newcome, was going to apply for a position with the school district, and in order for her to have an opportunity to be hired, Hacker couldn’t be on the school board per state law. The very next day, July 12, the board held a special called meeting to set in motion the hiring of Newcome. During the meeting, the board voted to eliminate the position of Assistant Superintendent of Learning Services/Food Service Director, which was formerly held by Schlosser, and approved an amendment to include the salary scale for the currently unfilled position of Instructional Supervisor. On Monday evening, July 15, Schlosser sent an email to school district staff and the media informing them that Newcome had been hired as the new instructional supervisor. Newcome began her new position Tuesday, July 16.
With all of the recent hiring decisions and changes in staff, Schlosser said she understands that it appears things are moving quickly and the public might feel unsure or uneasy.
“They can be rest assured that I’m going to do everything I can to put the right people in place, not only at central office but also at the building level,” Schlosser said. “And, most importantly, I will support the principals as they hire the teachers because personnel is very important to children’s success. We are going to do everything we can to do what’s best for kids.”
Schlosser said she wants the public’s input regarding the principal selections at GES and MCHS.
“Anyone that wants to give input on the principal positions, they are more than welcome to email me or call me because leadership is the most important thing an organization can have,” Schlosser said.
Two of Schlosser’s children will be attending GES and MCHS this year, so she’s personally invested into who is hired at those schools.
“I want parents to understand that I am as concerned about finding a good principal as anyone,” she said. “I am not only looking at this as a superintendent, but I’m also looking at this as a mommy.”

Hall hired as director of federal programs
Hall’s resignation and change in positions less than two weeks before the first day of school came as a surprise to much of the community.
According to Schlosser, Hall’s strengths are examining data and paying close attention to detail, which will serve him and the district well in his new position as director of federal programs.
“He will compliment the current staff we have at the central office,” Schlosser said. “I want a staff that cares about kids, and understands the importance of the programs that we have. I think the work that he has completed with the ACT at the high school is just one example of the things he did that were very intentional and very focused.”
Hall’s position as director of federal programs is a new position to central office, and his salary will be $81,742. The additional cost for Hall’s position will not be a burden on the district, according to Schlosser, because several positions haven’t been filled in the past, which have served as a cost savings for the district. The positions include the industrial maintenance teacher at the Marion County Area Technology Center ($50,000), the MCATC counselor ($25,000), security guard at MCHS ($25,000) and a maintenance foreman at MCATC ($30,000). Also, two years ago when Judy Gaddie retired as the director of pupil personnel/food service, her job responsibilities were divided amongst the central office staff, and her position wasn’t filled, which was a cost savings of $90,000-plus, Schlosser said.
The three positions of director of federal programs, director of food service and instructional supervisor are very important to the district and its focus on instruction, Schlosser said.
“I want instruction to be seamless,” Schlosser told school board members during their meeting July 23. “I do not want instruction in this district to be segmented into elementary, middle school and high school… I want it to be a district wide focus.”
Schlosser said she wants all of the schools in the district to be on the same page.
“We don’t need to be eight islands floating around…” she said. “We want a school system, not a system of schools.”


Thursday night, July 25, Marion County High School Principal Stacey Hall sent an email to his staff announcing his resignation. In the email, he said he will be moving to a position at central office. The email he sent to his staff is below.
"I want to start out and say what a great staff you all are, what hard work you have put in over the past 2 years and this summer making yourselves better professionals and with doing that making yourselves better educators which in turn has made our students better learners. Our gains noted on the ACT test, KOSSA and AP exam are testaments to the hard work we have done. However, that hard work is only beginning. Now we have to keep moving forward and pushing ourselves to get better to be the best.
With that said, starting next week I will no longer be serving as Principal of Marion County High School. I will be moving positions that will allow me to better serve the needs of all students in the Marion County Public School System. This decision has not come lightly for my family and I. After weighing all the pros and cons I feel that a move to Central Office is best.
All the items in place will continue to be vital for your improvement as a school. I hoped in 2 years that our school would be a system that even if one variable were taken out we would be strong enough to replace that variable and continue on without a hitch. I feel that has happened and the system is stronger than the individual.
I know that 2 weeks before school to make a change will not set well with some of you, I apologize. However, when a door of opportunity opens that you have been waiting your whole career to open, you have to walk through before it closes, thus I am taking this opportunity that has been offered to me.
Thanks for all of your support, opinions, and hard work you have shown over the last 7 years for me as I served you as an Administrator here at Marion County High School. I will still be serving you but only in a different capacity.
