I couldn't believe what I saw last Wednesday when I saw that the city council was having a "special called meeting" to have the second reading of the alcohol sales ordinance that very night (July 15).
The purpose for a second reading on any ordinance is to give the public, the council members, and all interested parties time to review the ordinance, hear from the constituents, and think about the implications of the way they voted in the first reading.
